AN ACT CONCERNING SEXUAL ASSAULT AND THE ABSENCE OF CONSENT. To clarify that a victim of sexual assault in the first degree is compelled to submit to, rather than engage in sexual intercourse by the use of force, define "consent" for purposes of sexual assault statutes and clarify that sexual intercourse without consent is a crime.
