AN ACT CONCERNING THE COMPETITIVE BIDDING AND OVERSIGHT OF QUASI-PUBLIC AGENCY CONTRACTS. To create transparency in the awarding of quasi-public agency contracts by requiring them to be subject to competitive bidding and subject to oversight by the State Contracting Standards Board.
