AN ACT CONCERNING CERTAIN AUTHORITY OF THE SECRETARY OF THE STATE. To (1) eliminate the presumption that the Secretary of the State's declaratory rulings, opinions, instructions and orders correctly interpret and effectuate the administration of elections and primaries, (2) require that any such declaratory ruling, opinion, instruction or order be submitted for review and approval by the legislative branch, and (3) eliminate the ability of the Secretary to apply to the Judicial Branch for enforcement of certain orders issued by the Secretary.
