AN ACT CONCERNING PASSENGER RESTRICTIONS ON HOLDERS OF MOTOR VEHICLE OPERATOR'S LICENSES WHO ARE SIXTEEN OR SEVENTEEN YEARS OF AGE. To permit a person who holds a motor vehicle operator's license and is sixteen or seventeen years of age to transport a sibling to and from school for the period of six months after the date of issuance of such license.
