AN ACT REQUIRING THE BANKING COMMISSIONER TO ESTABLISH A FIRST-TIME HOMEBUYER SAVINGS ACCOUNT PROGRAM AND ESTABLISHING A TAX DEDUCTION FOR CONTRIBUTIONS TO FIRST-TIME HOMEBUYER SAVINGS ACCOUNTS. To require the Banking Commissioner to establish a first-time homebuyer savings account program and to establish a tax deduction for contributions to first-time homebuyer savings accounts.
