AN ACT CONCERNING CONTRACTS BETWEEN HEALTH CARRIERS AND HEALTH CARE PROVIDERS. To prohibit a health carrier from: (1) Requiring a contracting health care provider to collect any cost-sharing payment due and owing from an insured for a covered benefit that the health care provider provided to the insured; and (2) reducing any payment to a contracting health care provider due to an insured's nonpayment or partial payment of the insured's cost-sharing liability for a covered benefit that the health care provider provided to the insured.
