AN ACT CONCERNING DATA PRIVACY, NET NEUTRALITY, CYBER SECURITY AND FAIRNESS IN DATA USAGE IN THE NEW AGE OF A DIGITAL WORKFORCE. To: (1) Require the Public Utilities Regulatory Authority to apply net neutrality principles to broadband Internet access service providers and enforce such principles with civil penalties; (2) direct the authority to conduct studies on cybersecurity and data privacy laws in the state; and (3) extend the crime of stalking in the second degree to certain electronic disclosures of personal identifiable information without consent; and (4) establish a civil action for victims of such crime and require school boards to post existing suicide prevention policies and procedures on their Internet web sites.
