We are subject to the mandate set out in the 9th Circuit Boise decision which states: " In 2018, the Ninth U.S. Circuit Court of Appeals ruled that it's unconstitutional to criminally penalize people who camp in public if they don't have access to adequate shelter" These 3 republicans know they can't overturn or ignore that until the 9th circuit changes that decision so IMO they are grandstanding for MAGA votes
