On behalf of Virginia’s Federally Qualified Health Centers (FQHCs)—which operate more than 210 locations and serve over 422,000 patients annually across the Commonwealth—I am writing to respectfully request your support for SB 278, legislation that protects patient access to affordable medications through the federal 340B Drug Pricing Program. Virginia's FQHCs have lost more than $33 million in 340B savings in 2024 and $106 million since 2020, when these shipping restrictions began. These restrictions are fueling an access crisis for low-income Virginians. In many communities, patients are now forced to travel longer distances to fill their prescriptions—passing multiple pharmacies along the way. SB 278 protects patient access by ensuring that drug manufacturers cannot restrict 340B shipments to contract pharmacies for Virginia's community health centers. We respectfully urge you to support SB 278 to protect access to affordable, life-saving medications and preserve the integrity of the 340B program for the patients and communities who rely on it most.
