Vote YES on SB684 - Virginia Recycling Development Center
This bill establishes the Virginia Recycling Development Center within the Department of Environmental Quality to coordinate statewide recycling planning, provide technical assistance to local governments, and strengthen recycling infrastructure across the Commonwealth.
It also creates the Virginia Recycling Infrastructure Fund to invest in regional recycling facilities, transportation, market development, and public-private partnerships—particularly for hard-to-recycle materials like waste tires, mattresses, and bulky waste.
Civil penalties collected from illegal dumping are increased and reinvested directly into cleanup, enforcement, and infrastructure improvements.
