Tell House State Affairs: OPPOSE HB 7 AND SB 8

On Friday, August 15th, the Texas Legislature restarted the clock and began a second Special Session. They have a fresh 30 days to address a wide variety problems affecting Texans, but Greg Abbott and his allies are trying to shove through more anti-abortion and anti-trans legislation as top priorities, along with rigging our maps -- and maybe looking into disaster prevention if time allows.

We already know that these two bills are moving and we need YOU to reach out to your State Senator and Representative and let them know there are other more important priorities - like disaster prevention - that they should focus on instead.

HB 7 was re-filed to restrict access to medication abortion, undermine protections created for doctors with SB 31 (89th Regular), and enable domestic abusers to weaponize the courts against their victims and anyone who dares to help them. HB 7 threaten Texans, but some even target out-of-state providers, medication abortion manufacturers and more. Make no mistake: Texas has multiple abortion bans in the code already, and further restricting access will only cause more trauma, injury, and death to Texans. How many times will the Texas Legislature let anti-abortion extremists use our state as an experiment for their increasingly repressive, increasingly dangerous legislation? Tell House State Affairs: Enough is enough!

SB 8 (formerly SB 7) is an attempt to erase trans Texans from public eye. This bill would require state-mandated or operated facilities to restrict certain spaces, like restrooms, locker rooms, and changing areas, by “biological sex”, which the bill says can be determined by an individual’s sex organs, chromosomes, or original birth certificate. Enforcement of any of SB 8's provisions could easily prove deeply troubling and invasive for all Texans, even the "women and girls" this bill claims to protect. SB 8 would create steep fines and increase civil liabilities for trans Texans found to have violated the extreme provisions of this law. This bill would also regulate correctional facilities and family violence shelters operated by the state, putting even more vulnerable trans Texans at risk of injury or abuse. SB 8 is another cruel, baseless attack on the dignity and lives of trans Texans. Tell House State Affairs that trans Texans aren't threatening anyone's safety, but SB 8 certainly is.

I urge this committee to reject HB 7 and SB 8.

On HB 7: Since the abortion ban took effect in 2021, maternal and infant health outcomes have worsened and countless of Texans and their families have been maimed and traumatized. Instead of seeking to ease the pain caused by this ban, the Texas Legislature promises to make the situation worse by allowing random people suing people who just helped someone access health care. It is the second Special Session of 2025. I urge you to focus your efforts on helping flood victims instead of wasting our time and risking our lives with more bogus anti-abortion bills. Texas does not have exceptions for fatal fetal diagnoses, sexual assault, and incest. Multiple women have died because of Texas's abortion ban. It is disgraceful that efforts to further restrict abortion, instead of expanding access, are on the Governor's priorities.

On SB 8: let's be clear: this bill is an obvious, blatant attack on trans Texans, not about protecting privacy.  Defining biological sex by an individual's  "sexual organs, chromosomes" or "original birth certificates" sets up dangerous precedent for enabling anti-trans harassment violence and ignoring valid identification with updated gender markers. We don't need bounty hunters in the bathrooms. SB 8 empowers bad actors to target and harass trans Texans (or anyone they accuse of being trans) for simply existing in public eye. This bill's provisions would also apply to correctional facilities and family violence shelters, putting trans Texans in already vulnerable situations at risk for more even more harm. The cruelty of this bill cannot be overstated.

I urge you to oppose these two bills that are dangerous for Texans.
