The Challenge
The California Civil Rights Department (CRD) is responsible for enforcing laws that protect Californians from discrimination in employment, housing, and other areas of public life. While the Civil Rights Enforcement and Litigation Fund supports this important work, limited public reporting can make it difficult to assess how resources are being used and measure their impact.
In addition, California employers are required to submit annual pay data reports that help identify and address wage disparities. However, current penalties for noncompliance may not provide sufficient incentive for consistent reporting.
Requiring the California Civil Rights Department to publish an annual report on the use of the Civil Rights Enforcement and Litigation Fund.
Increasing penalties for repeat failures to submit required pay data reports.
Improving oversight of civil rights enforcement efforts.
Supporting efforts to identify and address workplace inequities across California.
