Farmers and ranchers across Kansas have been operating without the certainty of a long-term farm bill since 2023. That uncertainty is taking a toll, and it’s time for Congress to deliver stability and modernize farm policy.

The Big Picture

America has lost more than 160,000 farms since 2017, and Kansas farmers and ranchers are feeling that pressure firsthand. Low commodity prices, rising input costs and persistent inflation are tightening margins and creating real risk for farm families.

Without a new five-year farm bill, many risk losing access to critical programs that support not only their operations, but also the rural communities that depend on them.

Bottom line: Passing a modern, five-year farm bill is essential to protecting the future of agriculture in Kansas and across the country.

What’s Needed in a Strong Farm Bill

A modern farm bill should build on recent investments while strengthening key programs that farmers and ranchers rely on every day. Priorities include:

A stronger, more responsive safety net
Expanded conservation programs with producer-first access
Improved trade and export support to open new markets
Enhanced nutrition programs that serve both rural and urban communities
Better access to credit for beginning and established farmers and ranchers
Modernized rural development programs, including broadband and healthcare access
Continued investments in research, forestry and energy innovation
Additionally, regulatory reforms and expanded crop insurance options, especially for specialty crops, are critical to ensuring all sectors of agriculture are supported.

Areas Still Needing Attention

While recent legislation has made progress, important gaps remain in:

Rural development
Research and extension
Forestry and energy programs
Credit access
There is also an opportunity for Congress to address broader challenges, including interstate commerce issues and conflicting state-level regulations that impact agriculture.
