HR 354 Law Enforcement Officers Safety Act (LEOSA) of 2024 broadens the authority for certain law enforcement officers to carry concealed firearms across state lines. Specifically, the bill allows qualified active and retired law enforcement officers to carry concealed firearms and ammunition (including magazines) in school zones; in national parks; on state, local, or private property that is open to the public; and in certain federal facilities that are open to the public.Further, the bill permits states to reduce the frequency with which retired law enforcement officers must meet certain qualification standards.

I am a member of the Southern States Police Benevolent Association (SSPBA), which represents over 70,000 law enforcement officers in 11 states. SSPBA and its members are supporters of the 2nd Amendment of the United States Constitution. As such we support changes to the Law Enforcement Officers Safety Act (LEOSA).

The LEOSA Reform Act builds on the original LEOSA of 2004, which gives qualified officers—whether active, retired or no longer working in law enforcement—the right to carry concealed firearms in any U.S. state or territory, regardless of state or local laws. The original legislation, however, contains numerous exceptions, including bans on concealed-carry rights on certain state, local and federal government property.

The LEOSA Reform Act would expand the original bill by allowing qualified officers to carry their concealed firearms in the following locations:

State, local, and private property (otherwise open to the public)
National parks
Certain federal public access facilities
School zones
 
The bill would also allow qualified officers to carry magazines that are not prohibited by federal law and to carry their concealed firearms in gun-free school zones. It would alleviate other undue burdens on concealed-carry rights.

Specifically, the bill allows qualified active and retired law enforcement officers to carry concealed firearms and ammunition (including magazines) in school zones; in national parks; on state, local, or private property that is open to the public; and in certain federal facilities that are open to the public.

Police officers in the United States are the best-trained armed defense of our citizens during threats to our communities such as active shooter situations. By expanding concealed carry for active and retired police in public places we enhance our security and protect our citizens.
