What is SB165? 
SB165 Economic Mobility Initiative, sponsored by Senator Lincoln Fillmore, creates the REACH initiative (Raising Expectations through Accountability, Community, and Hope) - a grant program to support community-based partnerships across Utah that transform neighborhoods and create lasting pathways out of poverty. 

This bill would leverage a state investment of $5 million in the first year to catalyze $100 million in direct local and national philanthropic funding, creating a powerful public-private partnership that will significantly improve outcomes for Utah’s children and families.
