VIRGINIA FIRST (SB 1176) places a priority in state procurement on Virginia made products, then American, made products, before sourcing from overseas.
GOAL OF VIRGINIA FIRST:
- Purchase Virginia First, American Second, prioritization of in-state MFG goods procurement.
- Institute a price-matching option for VA MFG goods within 5% or $10,000 of the lowest bid.
- Mandate a Reciprocal Preference applied in all MFG goods procurement.
- Ensure than any foreign products meet applicable federal and international requirements.
Bids will still be held to a competitive standard, simply giving preference in a tie to a Virginia company or offering a Virginia-based company the opportunity to match a lower bid. An additional preference, should the competing bids both be from Virginia or the US, will be given to products with the highest recycled content.
