This bill establishes a new program aimed at addressing the mental health needs of K-12 public school students in Wyoming, to be administered by the Department of Education. The program will be available to all public school districts, which can choose whether to participate. It will focus on promoting wellness and resiliency among students, identifying those in need of mental health treatment, and facilitating referrals to appropriate services. Participating districts are required to report on their expenditures, the number of students served, and the impact of the services provided.
To fund this initiative, the bill appropriates $5,805,000 from the public school foundation program account for the 2024-2025 school year and an additional $5,805,000 for the 2025-2026 school year, specifically for mental health services. The bill also creates community project manager positions in each participating district and authorizes two full-time positions within the Department of Education for program implementation. Additionally, it repeals a previous appropriation and mandates that unexpended funds revert to the public school foundation program account. The Department of Education is required to report its findings and recommendations regarding the program by August 1, 2026.
