The bill amends existing school finance laws in Wyoming to require school districts to submit billing for Medicaid-eligible special education services. Starting July 1, 2025, school districts with fewer than 2,500 students will be allowed to bill the Department of Health for costs associated with special education programs and services for Medicaid-eligible students. Additionally, beginning on the same date, districts with 2,500 or more students will also be required to bill for these services. The Department of Health is mandated to provide payments to eligible districts as soon as reasonably practical after billing. Furthermore, by September 1 of each school year, districts must remit all funds received from the Department of Health for billed services to the Department of Education, which will then deposit these funds into the school foundation program account.
The bill also updates the reporting requirements for school districts regarding Medicaid-eligible students receiving special education services. It deletes an obsolete provision related to the 2021-2022 school year and establishes that starting with the 2022-2023 school year, districts must report the number of Medicaid-eligible students on forms and in a manner specified by the Department of Education. The total number of students and the number of Medicaid-eligible students will be determined using data from October 1 of the preceding school year. The act is set to take effect on July 1, 2025.
