A BILL
for
1 AN ACT relating to the legislature; continuing the
2 regulatory reduction task force; specifying members and
3 duties of the task force; requiring reports; providing a
4 termination date for the task force; providing
5 appropriations; and providing for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1.

11 (a) The regulatory reduction task force created by
12 management council in 2023 is hereby continued. The task
13 force shall consist of the following members:
14
15 (i) Members of the legislature, as follows:

2 (A) Three (3) members of the Wyoming house
3 of representatives, appointed by the speaker of the house.
4 The speaker of the house shall designate from one (1) of
5 the members appointed under this subparagraph as co-
6 chairman of the task force;

8 (B) Three (3) members of the Wyoming
9 senate, appointed by the president of the senate. The
10 president of the senate shall designate from one (1) of the
11 members appointed under this subparagraph as co-chairman of
12 the task force.

14 (ii) Three (3) members of the task force
15 appointed jointly by the president of the senate and the
16 speaker of the house, based on the needs and subjects to be
17 studied by the task force;

19 (iii) Members of the public appointed by the
20 governor, as follows:
21
22 (A) A member representing the oil and gas
23 industry;

2 (B) A member representing the mining
3 industry;

5 (C) A member representing the agriculture
6 industry;

8 (D) A member representing business in
9 Wyoming;
10
11 (E) A member representing Wyoming local
12 governments;
13
14 (F) A member representing the commercial or
15 residential building industry.

17 (iv) Members of the executive department of
18 state government, to serve as ex officio, nonvoting
19 members, as follows:
20
21 (A) The director of the department of
22 environmental quality, or the director's designee;

1 (B) The director of the department of
2 agriculture, or the director's designee;

4 (C) The state fire marshal or the marshal's
5 designee.

7 (b) The task force shall:
8
9 (i) Identify areas where Wyoming state agencies
10 and other governmental entities can reduce the regulatory
11 burden for Wyoming's industries;
12
13 (ii) Identify, develop and propose any changes
14 in law to effectuate any reductions identified in paragraph
15 (i) of this subsection;
16
17 (iii) Not later than October 1 of each year,
18 report to the governor, management council and any
19 applicable committee of the legislature on the work of the
20 task force, including any recommendations for legislation
21 for consideration by an appropriate committee.

1 (c) The task force shall be staffed by the
2 legislative service office. The department of environmental
3 quality and the department of agriculture shall provide
4 assistance to the task force upon request.

6 (d) The legislative members of the task force shall
7 receive salary, per diem and travel expenses in the manner
8 and amount prescribed by W.S. 28-5-101. Task force members
9 who are not legislators and are not government employees
10 shall receive salary, per diem and mileage in the amount
11 provided for members of the Wyoming legislature under W.S.
12 28-5-101. Task force members who are government employees
13 or officials shall be considered to be acting within the
14 scope of regular employment when conducting the official
15 business of the task force and shall receive their regular
16 pay without additional compensation, except that those
17 members shall receive mileage and per diem as provided for
18 other members of the task force under this subsection if
19 they are not reimbursed by their employer.

21 (e) The task force shall terminate on December 31,
22 2025.

1 Section 2.

3 (a) There is appropriated fifty-five thousand dollars
4 ($55,000.00) from the general fund to the legislative
5 service office for purposes of providing salary, mileage
6 and per diem to the legislative members of the regulatory
7 reduction task force appointed under section 1(a)(i) of
8 this act. This appropriation shall be for the period
9 beginning with the effective date of this act and ending
10 June 30, 2026. This appropriation shall not be transferred
11 or expended for any other purpose and any unexpended,
12 unobligated funds remaining from this appropriation shall
13 revert as provided by law on June 30, 2026.

15 (b) There is appropriated fifty-five thousand dollars
16 ($55,000.00) from the general fund to the office of the
17 governor for purposes of providing salary, mileage and per
18 diem to the members of the regulatory reduction task force
19 appointed under section 1(a)(iii) of this act and for
20 providing mileage and per diem for members of the task
21 force appointed under section 1(a)(ii) of this act, subject
22 to section 1(d) of this act. This appropriation shall be
23 for the period beginning with the effective date of this

1 act and ending June 30, 2026. This appropriation shall not
2 be transferred or expended for any other purpose and any
3 unexpended, unobligated funds remaining from this
4 appropriation shall revert as provided by law on June 30,
5 2026.

7 Section 3. This act is effective immediately upon
8 completion of all acts necessary for a bill to become law
9 as provided by Article 4, Section 8 of the Wyoming
10 Constitution.
