A BILL
for
1 AN ACT relating to motor vehicles; confirming the ability
2 of county treasurers to provide certificates of
3 registration in electronic form as specified; amending
4 requirements for the display of license plates, validation
5 stickers and permits as specified; and providing for an
6 effective date.

8 Be It Enacted by the Legislature of the State of Wyoming:

10 Section 1. W.S. 31-2-204(a) and 31-4-101(a)(ii) are
11 amended to read:

13 31-2-204. Issuance of certificates of registration
14 and license plates by county; form.

2 (a) Upon receipt of an approved application and
3 payment of fees the county treasurer shall issue to the
4 applicant a certificate of registration conforming with the
5 facts set forth in the application together with one (1)
6 license plate or validation sticker for motorcycles,
7 multipurpose vehicles, trailers, including house trailers,
8 and vehicles operated with dealer license plates and two
9 (2) license plates or proper validation stickers for any
10 other vehicle. A copy of the certificate of registration
11 shall be carried at all times in the motor vehicle for
12 which it is valid and shall be displayed upon demand of any
13 peace officer. The certificate of registration issued by
14 the county treasurer may be provided in electronic form.

16 31-4-101. General prohibitions.

18 (a) No person shall knowingly operate, nor shall an
19 owner knowingly permit to be operated, upon any highway any
20 vehicle:

22 (ii) Unless valid license plates, validation
23 stickers or permits issued for the vehicle are displayed on

1 the vehicle as provided by this act within thirty (30) days
2 of issuance except as otherwise provided by this act;

4 Section 2. This act is effective July 1, 2023.
