A BILL
for
1 AN ACT relating to elections; requiring absentee ballots to
2 contain an official envelope inside the inner ballot
3 envelope; requiring absentee voters to provide
4 identification information as specified; and providing for
5 an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:
8
9 Section 1. W.S. 22-9-110(a) by creating a new
10 paragraph (iii) and 22-9-111 by creating a new subsection
11 (c) are amended to read:

13 22-9-110. Form of absentee ballot envelopes;
14 distribution.

2 (a) The secretary of state shall prescribe the form,
3 and distribute to the clerks responsible for the respective
4 elections a supply of the following official envelopes:
5
6 (iii) The official envelope inside the inner
7 ballot envelope for the elector to enter identification
8 information as required by W.S. 22-9-111(c).

10 22-9-111. Affidavit to be printed on inner envelope;
11 attestation; identification information on envelope inside
12 inner envelope.

14 (c) All voters, as specified in W.S. 22-9-105, shall
15 provide the following identification information in the
16 official envelope inside the inner ballot envelope:

18 (i) The voter's Wyoming driver's license number
19 or if the voter has no Wyoming driver's license, one (1) of
20 the following:

22 (A) The voter's Wyoming identification card
23 number issued under W.S. 31-8-101;

2 (B) The last four (4) digits of the voter's
3 social security number.

5 Section 2. This act is effective July 1, 2023.
