A BILL
for
1 AN ACT relating to weapons; allowing for concealed carry on
2 the grounds of the state capitol as specified; providing
3 that a section is contingent upon passage of a separate
4 bill; and providing for effective dates.

6 Be It Enacted by the Legislature of the State of Wyoming:
7
8 Section 1. W.S. 6-8-104(t)(intro) and by creating a
9 new subsection (ee) is amended to read:
10
11 6-8-104. Wearing or carrying concealed weapons;
12 penalties; exceptions; permits.

1 (t) Except as otherwise provided in subsection (ee)
2 of this section no person authorized to carry a concealed
3 weapon pursuant to paragraphs (a)(ii) through (iv) of this
4 section shall carry a concealed firearm into:

6 (ee) Any person who possesses a valid enhanced
7 concealed carry permit pursuant to subsection (dd) of this
8 section may carry a concealed firearm on the grounds of the
9 state capitol building, including the extension from the
10 capitol building to and under the Herschler building,
11 provided that:

13 (i) Not less than twenty-four (24) hours before
14 first entering the state capitol building with a concealed
15 firearm, the person shall notify the administrator of the
16 Wyoming state highway patrol or his designee, orally or in
17 writing, that the person intends to possess a concealed
18 firearm in the state capitol building and the date on
19 which, or the range of dates during which, the person
20 intends to possess a concealed firearm in the state capitol
21 building;

1 (ii) After providing notice under paragraph (i)
2 of this subsection the person may enter the areas of the
3 state capitol building open to the public carrying a
4 concealed firearm, including into any public meeting of the
5 legislature or a legislative committee conducted in an area
6 open to the public, but shall not enter into any area not
7 open to the public while carrying a concealed firearm.

9 Section 2. The state building commission and the
10 management council of the legislature shall promulgate any
11 rules necessary consistent with section 1 of this act not
12 later than July 1, 2023.

14 Section 3. This act shall be effective only if 2023
15 Senate File 0149 is enacted into law.

1 Section 4.

3 (a) Except as provided in section 3 of this act and
4 subsection (b) of this section, this act is effective
5 immediately upon completion of all acts necessary for a
6 bill to become law as provided by Article 4, Section 8 of
7 the Wyoming Constitution.

9 (b) Except as provided in section 3 of this act
10 section 1 of this act is effective July 1, 2023.
