A BILL
for
1 AN ACT relating to weapons; authorizing and providing for
2 the issuance of an enhanced concealed carry permit as
3 specified; requiring notification to other states;
4 requiring rulemaking; and providing for effective dates.
5
6 Be It Enacted by the Legislature of the State of Wyoming:
7
8 Section 1. W.S. 6-8-104 by creating a new subsection
9 (dd) is amended to read:
10
11 6-8-104. Wearing or carrying concealed weapons;
12 penalties; exceptions; permits.

1 (dd) In addition to a permit otherwise authorized
2 under this section, an applicant may apply for, and the
3 attorney general is authorized to issue, an enhanced permit
4 to carry a concealed firearm subject to the following:
5
6 (i) In addition to meeting all other eligibility
7 requirements for a permit under this section, an applicant
8 for an enhanced permit shall present evidence that the
9 applicant received training in the safe use of a firearm
10 within one (1) year of the date of an original or renewal
11 application. Training sufficient for purposes of this
12 paragraph may be demonstrated by:
13
14 (A) Employment as a peace officer in the
15 state of Wyoming within the past one (1) year; or
16
17 (B) Completion of a firearms safety or
18 training course providing basic training in the safe use of
19 a firearm and conducted by an instructor certified by the
20 national rifle association or the Wyoming law enforcement
21 academy.

1 (ii) Firearm training required under paragraph
2 (i) of this subsection shall include:
3
4 (A) Instruction in the fundamentals of
5 firearm use;
6
7 (B) Successful completion of an actual
8 shooting qualification exercise; and
9
10 (C) Instruction in the fundamental legal
11 aspects of firearm possession, carry and use, including
12 self-defense and the restrictions on the use of deadly
13 force.

15 (iii) All rights, duties and obligations imposed
16 upon any person, or entity relating to a permit issued
17 under this section shall apply to the enhanced permit
18 authorized under this subsection except as otherwise
19 specified by this subsection;
20
21 (iv) No person under twenty-one (21) years of
22 age shall be eligible for an enhanced permit under this
23 subsection;

2 (v) Applications for a permit to carry a
3 concealed firearm under this subsection shall be made
4 available and distributed by the division of criminal
5 investigation and local law enforcement agencies;
6
7 (vi) Not later than July 1, 2023, the attorney
8 general shall notify the relevant agency regulating the
9 concealed carry of firearms in each state of the enhanced
10 concealed carry permit available under this subsection and
11 take any steps necessary to achieve permit reciprocity with
12 states that have similar requirements for concealed carry
13 permits to the requirements of an enhanced concealed carry
14 permit under this subsection.

16 Section 2. The attorney general shall promulgate any
17 rules necessary to implement this act not later than July
18 1, 2023.

1 Section 3.

3 (a) Except as provided in subsection (b) of this
4 section, this act is effective July 1, 2023.
5
6 (b) Sections 2 and 3 of this act are effective
7 immediately upon completion of all acts necessary for a
8 bill to become law as provided by Article 4, Section 8 of
9 the Wyoming Constitution.
