School facilities-building acquisition.

A BILL
for
1 AN ACT relating to school building and facility projects;
2 requiring the school facilities commission, the state
3 construction department, the department of administration
4 and information and the state building commission to assist
5 Natrona County school district number one in acquisition of
6 a facility located in Casper, Wyoming for the delivery of
7 the required educational program as specified; exempting
8 the sale of a property from the requirement for fair market
9 value; requiring reporting; and providing for an effective
10 date.

12 Be It Enacted by the Legislature of the State of Wyoming:

14 Section 1.

1 (a) Notwithstanding any other provision of the law,
2 from funds appropriated under 2022 Wyoming Session Laws,
3 Chapter 51, Section 313(j)(ix), the school facilities
4 commission, the state construction department, the
5 department of administration and information and the state
6 building commission shall provide assistance at the request
7 of Natrona County school district number one as necessary
8 to obtain legal title to the facility formerly known as the
9 school for the deaf in Casper, Wyoming to be utilized by
10 Natrona County school district number one in the delivery
11 of the required educational program.

13 (b) For the purposes of the transfer of the facility
14 formerly known as the school for the deaf under this act,
15 the provisions of W.S. 9-2-3204(b)(viii) that require fair
16 market value for the disposition of real property owned by
17 the state valued at fifteen thousand dollars ($15,000.00)
18 or more shall not apply.

20 (c) The state construction department and the state
21 building commission shall report to the select committee on
22 school facilities no later than September 1, 2023 regarding
23 the assistance provided under this act.

2 Section 2. This act is effective immediately upon
3 completion of all acts necessary for a bill to become a law
4 as provided by Article 4, Section 8 of the Wyoming
5 Constitution.
