A BILL
for
1 AN ACT relating to the Wyoming gaming commission;
2 prohibiting gaming or pari-mutuel commission members and
3 staff from pursuing, investing or being engaged in
4 commission regulated activities; repealing a duplicative
5 provision; and providing for an effective date.

7 Be It Enacted by the Legislature of the State of Wyoming:

9 Section 1. W.S. 11-25-101 and 11-25-104(d) are
10 amended to read:

12 11-25-101. Wyoming gaming commission created;
13 composition; qualifications.

1 The Wyoming gaming commission is created to be composed of
2 nine (9) persons who have resided in the state for four (4)
3 years, have no interest in any activity regulated by the
4 commission and are qualified electors of Wyoming.

6 11-25-104. Gaming commission; officers; director;
7 meetings; quorum; records; licenses generally; effect of
8 financial interest in events; related interests prohibited.

10 (d) No member or staff of the commission shall
11 pursue, invest or be engaged in any manner in any business
12 providing for pari-mutuel wagering, in any animal
13 participating in pari-mutuel events or any other activity
14 regulated by the commission. Any member or staff of the
15 commission who owns or has any interest, or whose spouse or
16 member of his immediate family has any interest, in any
17 activity regulated by the commission or in an animal
18 participating in a pari-mutuel event shall disclose that
19 interest and shall not participate in any commission
20 decision involving a protest regarding that activity or
21 occurring at that pari-mutuel event divest of or stop
22 pursuing or engaging in that interest immediately. Any
23 member or staff who knowingly fails to disclose any

1 interest in any activity regulated by the commission shall
2 be subject to the penalty provided in W.S. 11-25-208(a).

4 Section 2. W.S. 11-25-104(c) is repealed.

6 Section 3. This act is effective July 1, 2022.
