A BILL
for
1 AN ACT relating to the Wyoming lottery; allowing for the
2 purchase of lottery tickets with virtual currency as
3 specified; and providing for an effective date.

5 Be It Enacted by the Legislature of the State of Wyoming:
6
7 Section 1. W.S. 9-17-108(a)(ii) and (vi) and
8 9-17-119(b)(iv) are amended to read:

10 9-17-108. Adoption by board of procedures regulating
11 conduct of lottery games.

13 (a) The board may adopt regulations, policies and
14 procedures regulating the conduct of lottery games in

1 general, including, but not limited to, regulations,
2 policies and procedures specifying:

4 (ii) The sale price of tickets or shares and the
5 manner of sale, provided, however, that all sales shall be
6 for cash only and payment or any virtual currency as
7 defined in W.S. 34-29-101(a)(iv) approved by the board.
8 Payment by checks, debit cards, credit cards, charge cards
9 or any other form of payment is shall be prohibited;
10
11 (vi) The manner of payment of prizes to the
12 holders of winning tickets or shares, including without
13 limitation, provision for payment of cash prizes not
14 exceeding six hundred dollars ($600.00) after deducting the
15 price of the ticket or share and after performing
16 validation procedures appropriate to the game and as
17 specified by the board. The board may provide for a
18 limited number of retailers who can pay cash prizes of up
19 to five thousand dollars ($5,000.00) after performing
20 validation procedures appropriate to the game and as
21 specified by the board without regard to where the ticket
22 or share was purchased;

1 9-17-119. Prize proceeds subject to attachments,
2 garnishments or executions; validation of winning tickets;
3 prohibited purchases; money dispensing machines; unclaimed
4 prize money.

6 (b) The corporation shall adopt regulations, policies
7 and procedures to establish a system of verifying the
8 validity of tickets or shares claimed to win prizes and to
9 effect payment of the prizes, except that:

11 (iv) A holder of a winning cash ticket or share
12 from a lottery game shall claim a cash prize within one
13 hundred eighty (180) days, or for a multi-state or
14 multi-sovereign lottery game within one hundred eighty
15 (180) days, after the drawing in which the cash prize was
16 won. If a valid claim is not made for a cash prize within
17 the applicable period, the cash prize shall constitute an
18 unclaimed prize for purposes of this section.

20 Section 2. This act is effective July 1, 2022.
