Utility trailers-permanent registration.

A BILL
for
1 AN ACT relating to motor vehicles; providing for the
2 permanent registration of utility trailers as specified;
3 providing a fee exemption for permanently registered
4 utility trailers; and providing for an effective date.

6 Be It Enacted by the Legislature of the State of Wyoming:
7
8 Section 1. W.S. 31-2-206 by creating new subsections
9 (n) through (p) and 31-3-101(g) by creating a new paragraph
10 (v) are amended to read:
11
12 31-2-206. Annual renewal; delivery of license plates
13 and stickers; staggered registration; permanent
14 registration of utility trailers.

1 (n) The owner of a utility trailer as defined in W.S.
2 31-1-101(a)(xxiii)(C) that is not less than eleven (11)
3 years old and is subject to registration fees under W.S.
4 31-2-201 may permanently register the utility trailer upon
5 payment of:

7 (i) A permanent registration administration and
8 decal fee in the amount of eighty-seven dollars and fifty
9 cents ($87.50);

11 (ii) The applicable title, registration and
12 license fees under title 31, chapter 2, articles 1 and 2
13 and chapter 3 of the Wyoming statutes, if the utility
14 trailer has not previously been titled, registered and had
15 a license plate issued. For a utility trailer that has
16 previously been titled, registered and issued a license
17 plate and that is currently registered and subject to
18 annual renewal, the owner may continue to use the plate
19 issued at the time the owner most recently registered the
20 utility trailer. An owner may instead pay the applicable
21 fees under this paragraph and be issued a new or specialty
22 plate for permanent registration under this subsection; and

1 (iii) An amount equal to five (5) times the
2 applicable fees under W.S. 31-3-101(a) and (b) and 31-3-102
3 plus any donation amounts under W.S. 31-3-101(h) or (j).
4 Any donated amount shall not be subject to the requirement
5 to pay five (5) times the applicable amount. If an owner
6 chooses to display a specialty plate on the permanently
7 registered utility trailer, the owner shall pay five (5)
8 times the applicable fees for the specialty plate for
9 permanent registration under this subsection.

11 (o) The owner of a utility trailer that is
12 permanently registered under subsection (n) of this section
13 shall affix a permanent registration decal in the upper
14 right corner of the permanently registered utility
15 trailer's license plate. The owner of a utility trailer
16 that is permanently registered under subsection (n) of this
17 section is not subject to additional registration fees for
18 as long as the owner owns the utility trailer.

20 (p) The permanent registration of a utility trailer
21 under subsection (n) of this section shall not be
22 transferred to a new owner. If the utility trailer is
23 transferred to a new owner, the department shall cancel the

1 utility trailer's permanent registration and the transfer
2 of the utility trailer is subject to W.S. 31-2-214. Upon
3 transfer of a utility trailer that had been permanently
4 registered under subsection (n) of this section to a new
5 owner, the new owner shall apply for a certificate of title
6 under W.S. 31-2-101 and register the utility trailer under
7 W.S. 31-2-201.

9 31-3-101. Registration fees; exemptions.
10
11 (g) Owners of the following vehicles are exempt from
12 the payment of fees provided by subsections (a) and (b) of
13 this section:
14
15 (v) Utility trailers if permanently registered
16 pursuant to W.S. 31-2-206(n) through (p).

18 Section 2. This act is effective July 1, 2022.
