A BILL
for
1 AN ACT relating to the legislature; requiring the joint
2 corporations, elections and political subdivisions interim
3 committee to study emergency preparedness and energy
4 distribution in the event of a disruption of federal
5 government operations; requiring a report; and providing
6 for an effective date.

8 Be It Enacted by the Legislature of the State of Wyoming:

10 Section 1.

12 (a) During the 2021 interim, the joint corporations,
13 elections and political subdivisions interim committee, in
14 consultation with agencies as deemed necessary by the

1 committee, shall conduct a study evaluating the impacts on
2 Wyoming of, and the preparation of the state government and
3 the people of Wyoming for, a potential disruption of the
4 federal government. The study shall consider:

6 (i) The potential effects of a rapid decline of
7 the United States dollar;
8
9 (ii) The potential effects of a situation in
10 which the federal government has no effective authority
11 over the people of the United States;
12
13 (iii) The potential effects of a disruption in
14 food distribution;
15
16 (iv) The potential effects of a disruption in
17 energy distribution, including disruptions caused by
18 natural disaster, cyber attack or electromagnetic pulse;
19
20 (v) The efficacy of coordination between the
21 governor's office, the Wyoming national guard, the Wyoming
22 office of homeland security and any federal military
23 installation and personnel located in the state.

2 (b) The joint corporations, elections and political
3 subdivisions interim committee shall submit a report
4 addressing the issues related to government continuity
5 identified in subsection (a) of this section to the
6 governor and the legislature by December 1, 2021.

8 Section 2. This act is effective immediately upon
9 completion of all acts necessary for a bill to become a law
10 as provided by Article 4, Section 8 of the Wyoming
11 Constitution.
