A BILL
for
1 AN ACT relating to the lottery corporation; clarifying
2 definitions; clarifying the corporation's authority to
3 regulate the conduct of lottery games including keno games;
4 and providing for an effective date.

6 Be It Enacted by the Legislature of the State of Wyoming:

8 Section 1. W.S. 9-17-103(a)(vi) and 9-17-108(a)(i)
9 are amended to read:

11 9-17-103. Definitions.

13 (a) As used in this chapter:

1 (vi) "Lottery," "lotteries," "lottery game" or
2 "lottery games" means any game of chance approved by the
3 board and operated pursuant to this chapter, specifically
4 limited to a state lottery or multi-state games, and shall
5 not include instant tickets, scratch-off tickets, video
6 lottery terminals or any other electronic game involving
7 direct physical contact between the player and a machine.
8 This paragraph shall not be construed to restrict the use
9 of electronic self-service terminals for a statewide keno
10 game;

12 9-17-108. Adoption by board of procedures regulating
13 conduct of lottery games.

15 (a) The board may adopt regulations, policies and
16 procedures regulating the conduct of lottery games in
17 general, including, but not limited to, regulations,
18 policies and procedures specifying:

20 (i) The type of games to be conducted,
21 specifically limited to a state lottery or a multi-state
22 lottery, and shall not include instant-win tickets,
23 scratch-off ticket games, video lottery terminals or any

1 other electronic game involving direct physical contact
2 between the player and a machine. This paragraph shall not
3 be construed to restrict the use of electronic self-service
4 terminals for a statewide keno game;

6 Section 2. This act is effective July 1, 2021.
