A BILL
for
1 AN ACT relating to local government funding; reducing a
2 prior appropriation; making conforming changes to the
3 related funding formulas; and providing for an effective
4 date.

6 Be It Enacted by the Legislature of the State of Wyoming:
7
8 Section 1. 2020 Wyoming Session Laws, Chapter 33,
9 Section 1(a)(intro), (b)(intro) and (c)(intro) is amended
10 to read:

1 (a) From the legislative stabilization
2 reserve account created by W.S. 9-4-219(a) there
3 is appropriated one hundred five million dollars
4 ($105,000,000.00) ninety-nine million seven
5 hundred fifty thousand dollars ($99,750,000.00)
6 to the office of state lands and investments to
7 as provided in this subsection. Fifty-two million
8 five hundred thousand dollars ($52,500,000.00)
9 shall be available in the first fiscal year of
10 the biennium and forty-seven million two hundred
11 fifty thousand dollars ($47,250,000.00) shall
12 available in the second fiscal year of the
13 biennium. The appropriation shall be allocated
14 pursuant to the following and as further provided
15 in this section:

19 (b) Funds appropriated in paragraphs (a)(i)
20 and (iii) of this section shall be distributed to
21 cities and towns with one-half (1/2) of based on
22 the amount available distributed in the first
23 appropriated for each fiscal year of the biennium

1 and one-half (1/2) of the amount available
2 distributed in the second fiscal year of the
3 biennium under subsection (a) of this section.
4 Distributions in each fiscal year shall be made
5 in equal amounts on August 15 and January 15 of
6 each fiscal year as calculated prior to the
7 August 15 distribution, subject to the following:

11 (c) Funds appropriated in paragraphs
12 (a)(ii) and (iv) of this section are to be
13 distributed to counties with one-half (1/2) of
14 based on the amount available distributed in the
15 first appropriated for each fiscal year of the
16 biennium and one-half (1/2) of the amount
17 available distributed in the second fiscal year
18 of the biennium under subsection (a) of this
19 section. Distributions in each fiscal year shall
20 be made in equal amounts on August 15 and January
21 15 of each fiscal year as calculated prior to the
22 August 15 distribution. From these distributions
23 each county shall receive the following:

2 Section 2. This act is effective immediately upon
3 completion of all acts necessary for a bill to become law
4 as provided by Article 4, Section 8 of the Wyoming
5 Constitution.
