HOUSE CONCURRENT RESOLUTION 90(By Delegates Howell, W. Clark, Fehrenbacher, Thorne, Moore, Willis, Sheedy, Hornby, DeVault, Maynor, and Campbell)[Introduced February 26, 2024; referred to the Committee on Rules] Requesting that the Joint Committee on Government and Finance engage in a study concerning a program to provide funding support for major events in the state.Whereas, The state of Texas maintains the Event Trust Funds program is comprised of three separate funds—the Events Trust Fund, Major Events Reimbursement Program, and Motor Sports Racing Trust Fund—targeted at attracting various types of events to the State of Texas; andWhereas, Event-specific trust funds created under the Texas program help pay for qualified expenses associated with an event, to which both the state and applicant must contribute; andWhereas, The state of West Virginia desires to explore establishing an Event Trust Funds program of its own modeled on the Texas program; therefore, be itResolved by the Legislature of West Virginia:That the Joint Committee on Government and Finance engage in a study concerning a program to provide funding support for major events in the state.Further Resolved, That the expenses necessary to conduct this study, prepare a report, and draft necessary legislation be paid from legislative appropriations to the Joint Committee on Government and Finance.
