HOUSE CONCURRENT RESOLUTION 46(By Delegates Thorne, Horst, Hillenbrand, Street, Howell, Chiarelli, Willis, Hite, and Hornby)[Introduced January 22, 2024; Referred to the Committee Technology and Infrastructure then Rules] Requesting the Division of Highways name bridge number 14-016/00.00609(14A078), locally known as Capon Lake Bridge, carrying County Route 16/Capon Springs Road over Cacapon River in Hampshire County, the "Jacob "Jack" Taylor Rudolph, Sr. Memorial Bridge".Whereas, Jack Rudolph was born on the family Farm at Capon Lake Hampshire County West Virginia on August 31, 1921; andWhereas, Jack Rudolph was a cattlemen and lifelong farmer; andWhereas, Mr. Rudolph was a lifelong member of Hebron Lutheran Church, where he served as a councilman and president of the council numerous times; andWhereas, Jack Rudolph was a member of the Wardensville Lions Club for 48 years. He was a 32nd-Degree Mason; andWhereas, Mr. Rudolph served on the advisory board of the college of agriculture for West Virginia University and as president of the West Virginia Poultry Association; andWhereas, Mr. Rudolph was named the 1983 West Virginia Strawberry Festival King in Buckhannon, West Virginia and he was a member of the West Virginia Farm Bureau; andWhereas, Jack Rudolph died at home on August 29, 2001 in the same room where he was born, two days shy of his 80th birthday; andWhereas, It is fitting that an enduring memorial be established to commemorate Jacob "Jack" Taylor Rudolph, Sr. and his/her contributions to our state and country; therefore, be it Resolved by the Legislature of West Virginia:That the Division of Highways is hereby requested to name bridge number 14-016/00.00609 (14A078), locally known as Capon Lake Bridge, carrying County Route 16/Capon Springs Road over Cacapon River in Hampshire County, the "Jacob "Jack" Taylor Rudolph Memorial Bridge"; and, be it Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "Jacob "Jack" Taylor Rudolph Memorial Bridge"; and, be itFurther Resolved, That the Clerk of the House forward a copy of this resolution to the Commissioner of the Division of Highways.
