HOUSE CONCURRENT RESOLUTION 51(By Delegates Coop-Gonzalez and Nestor)February 23, 2023Referred to the Committee on Technology and Infrastructure then the Committee on Rules Requesting the Division of Highways name bridge number 42-092/00-035.05  () (42A241), (38.93675, -79.87766) locally known as CRYSTAL SPRINGS BRIDGE, carrying WV 92 over LEADING CREEK in Randolph County, the "U. S. Army SFC Samuel Evans Miller Memorial Bridge".Whereas, Samuel Evans Miller was born on May 30, 1925, to James Miller and Georgia Ann Alstock Miller in Elkins, West Virginia; and Whereas, SFC Miller joined the United States Army and was entered into active service in August 1943 as a combat infantryman. In May 1944, SFC Miller was deployed to the Philippines and was stationed at Leyte Beach. SFC Miller was wounded in battle there, receiving a gunshot to his elbow, and was awarded both the Purple Heart and Bronze Star; andWhereas, Following his service during WWII, SFC Miller was honorably discharged and returned to the United States.  A few short years later, SFC Miller reenlisted in the Army. SFC Miller's service required much personal sacrifice, as he spent many years during the 1950s and 60s stationed far from home, including in Newfoundland, Germany, and England; andWhereas, On October 2, 1953, SFC Miller married Maureen Harris.  The couple went on to have eight children -- Kevin, John, James, Samuel, Stephanie, Carol, Kim, and Patricia; and Whereas, In 1968 and 1969, SFC Miller served in Vietnam War. For his service, he was awarded the Officers South Vietnamese Medal of Honor; andWhereas, After serving his country in the U.S. Army for over 26 years, and achieving the distinguished rank of Sergeant First Class, SFC Miller retired in May 1972; and Whereas, Following his retirement from the Army, SFC Miller worked for the Elkins Intermountain for 20 years; and Whereas, SFC Miller was a Life Member of the Military Order of the Purple Heart, Disabled American Veterans; Vietnam Veterans Association of America, Veterans of Foreign Wars, and H.W. Daniels Post 29 American Legion; andWhereas, On November 8, 2011, SFC Miller passed away at his home; andWhereas, It is fitting that an enduring memorial be established to commemorate SFC Miller and his contributions to our state and country; therefore, be it Resolved by the Legislature of West Virginia:That the Division of Highways is hereby requested to name bridge number 42-092/00-035.05  () (42A241), (38.93675, -79.87766) locally known as CRYSTAL SPRINGS BRIDGE, carrying WV 92 over LEADING CREEK in Randolph County, the "U. S. Army SFC Samuel Evans Miller Memorial Bridge"; and, be it Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "U. S. Army SFC Samuel Evans Miller Memorial Bridge"; and, be itFurther Resolved, That the Clerk of the House is hereby directed to forward a copy of this resolution to the Commissioner of the Division of Highways.
