SENATE CONCURRENT RESOLUTION 6(By Senators Smith, Taylor, Weld, and Woelfel)[Introduced January 31, 2023; referred to the Committee on ] Requesting the Division of Highways name bridge number 47-219/00-021.87  (47A060), (39.15277, -79.49617), locally known as Thomas Bridge, carrying US 219 over N. FK. Blackwater River in Tucker county, the "U. S. Army SGT Vincent DiBacco Memorial Bridge".
Whereas, Vincent DiBacco was born on September 17, 1921, in Thomas, Tucker County, West Virginia. He was the son of the late Venanzio and Paolella Decesare DiBacco; and
Whereas, Vincent DiBacco was a graduate of Thomas High School. He attended St. Charles Seminary in Baltimore, Maryland for two years, studying to become a priest, when in 1942 he made himself available for the draft. On June 6, 1944, he served in the Normandy Invasion with the 61st Medical Battalion. He was awarded the Bronze Star Medal with Valor. He ended his military career as a Sergeant in the Army ; and
Whereas, After returning home, SGT Vincent DiBacco assisted his family with several businesses they owned in Thomas. He was a lifetime member of the Thomas Volunteer Fire Department, a life member of the Knights of Columbus, Thomas Council 2010, VFW Post #896, American Legion 14, The Order of Moose at Martinsburg, and was called a lifelong member of St. Thomas Aquinas Catholic Church; and
Whereas, SGT Vincent DiBacco was 98 years old at the time of his death on October 7, 2019; andWhereas, It is fitting that an enduring memorial be established to commemorate U.S. Army SGT Vincent DiBacco and his contributions to our state and country; therefore, be it Resolved by the Legislature of West Virginia:That the Division of Highways is hereby requested to name bridge number 47-219/00-021.87 (47A060), (39.15277, -79.49617), locally known as Thomas Bridge, carrying US 219 over N. FK. Blackwater River in Tucker county, the "U. S. Army SGT Vincent DiBacco Memorial Bridge"; and, be it Further Resolved, That the Division of Highways is hereby requested to have made and be placed signs identifying the bridge as the "U. S. Army SGT Vincent DiBacco Memorial Bridge"; and, be itFurther Resolved, That the Clerk of the Senate is hereby directed to forward a copy of this resolution to the Commissioner of the Division of Highways.
