1 A BILL supplementing and amending the appropriations of public moneys out of the Treasury
2 from the balance of moneys remaining as an unappropriated balance in the State Fund,
3 General Revenue, to the Department of Commerce, Division of Natural Resources, fund
4 0265, fiscal year 2021, organization 0310, by supplementing and amending the
5 appropriations for the fiscal year ending June 30, 2021.
1 WHEREAS, The Governor submitted to the Legislature the Executive Budget document,
2 dated February 10, 2021, which included a Statement of the State Fund, General Revenue,
3 setting forth therein the cash balance as of July 1, 2020, and further included an estimate of
4 revenues for the fiscal year 2021, less net appropriation balances forwarded and regular
5 appropriations for the fiscal year 2021; and
1 WHEREAS, The Governor submitted to the Legislature an Executive Message dated June
2 7, 2021 which included a revised estimate of revenues for the State Fund, General Revenue and
3 a statement of the State Fund, General Revenue for the fiscal year 2021; and
1 WHEREAS, The Governor submitted to the Legislature an Executive Message dated June
2 24, 2021, which included a revised estimate of revenues for the State Fund, General Revenue
3 and a statement of the State Fund, General Revenue for the fiscal year 2021; and
1 WHEREAS, It appears from the Statement of the State Fund, General Revenue, and
2 Executive messages, there remains an unappropriated balance in the State Treasury which is
3 available for appropriation during the fiscal year ending June 30, 2021; therefore Be it enacted by the Legislature of West Virginia:
1 That the total appropriation for the fiscal year ending June 30, 2021, to fund 0265, fiscal
2 year 2021, organization 0310, be supplemented and amended by increasing an existing item of
3 appropriation as follows:
4 TITLE II – APPROPRIATIONS.

14 From the above appropriation for Capital Outlay – Parks, (fund 0265, appropriation 28800)
15 $30,000,000 is to be used for state park improvements, $9,500,000 is to be used for state park
16 tram replacement and repair, and $2,500,000 is to be used for the Elk River Trail.
NOTE: The purpose of this supplemental appropriation bill is to increase an existing item of appropriation in the aforesaid account from the State Fund, General Revenue, for the fiscal year 2021.
