2021 SENATE RESOLUTION 3
January 21, 2021 - Introduced by Senators SMITH, AGARD, CARPENTER, ERPENBACH,
LARSON, ROYS, JOHNSON, L. TAYLOR and WIRCH. Referred to Committee on
Senate Organization.
1 Relating to: condemning the violent insurrection in Washington, D.C.
2 Whereas, the general election for President of the United States was held on
3 November 3, 2020; and
4 Whereas, after counting, canvassing, and recounting votes, Joseph R. Biden
5 and Kamala D. Harris were certified as the winners of the state of Wisconsin, having
6 earned over 20,000 more votes than Donald J. Trump and Michael R. Pence; and
7 Whereas, nationally, Joseph R. Biden and Kamala D. Harris earned 81,283,485
8 votes and 306 Electoral College delegates compared to 74,223,744 votes and 232
9 Electoral College delegates for Donald J. Trump and Michael R. Pence; and
10 Whereas, President Donald J. Trump has obsessively, recklessly, and without
11 evidence, claimed that widespread voter fraud and a litany of conspiracy theories
12 influenced the outcome of the November 3, 2020, general election; and
13 Whereas, President Donald J. Trump promoted and was a featured speaker at
14 the January 6, 2021, “March to Save America” rally in Washington D.C.; and

1 Whereas, in his remarks to the crowd, President Donald J. Trump falsely
2 claimed “we won this election, and we won it by a landslide” and encouraged the
3 assembled mob to march on the U.S. Capitol; and
4 Whereas, at the urging of the President, and in an attempt to subvert the
5 democratic counting of Electoral College votes, an armed mob of Trump supporters
6 stormed the U.S. Capitol, unlawfully gaining entrance to the building after
7 smashing windows and breaching police barricades; and
8 Whereas, the mob violently looted and vandalized the U.S. Capitol building
9 while assaulting members of law enforcement and forcing drastic emergency actions
10 to protect and safeguard the Vice President of the United States, lawmakers,
11 members of the media, and the general public; and
12 Whereas, at least five people died, dozens were physically injured, and
13 countless more suffered severe trauma as a result of the violent insurrection; and
14 Whereas, the Federal Bureau of Investigation has received information
15 regarding coordinated armed protests at all 50 state capitols involving threats from
16 armed domestic terrorist organizations to storm state, local and federal government
17 buildings, directly threatening the safety and security of the Wisconsin State Senate
18 and its members; and
19 Whereas, the dangerous language used by President Donald J. Trump to
20 question the legitimacy of our elections and incite violence has drawn bipartisan
21 condemnation from Wisconsin's federal delegation; now, therefore, be it
22 Resolved by the senate, That in recognition of the fair, impartial, and
23 legitimate November 3, 2020, general election for President of the United States, the
24 Wisconsin State Senate recognizes and affirms Joseph R. Biden and Kamala D.

1 Harris as the certified winners of Wisconsin's Electoral College votes; and, be it
2 further
3 Resolved, That the Wisconsin State Senate rejects President Donald J.
4 Trump's claims of a “stolen election” and denounces the conspiracies espoused by him
5 as un-American, demonstrably false, undermining of our core democratic values,
6 and dangerous to the peaceful transition of presidential authority; and, be it further
7 Resolved, That the Wisconsin State Senate condemns the violent insurrection
8 that was incited by President Donald J. Trump on January 6, 2021, in Washington,
9 D.C.; and, be it further
10 Resolved, That the Wisconsin State Senate offers its condolences to the family
11 and loved ones of U.S. Capitol Police Officer Brian D. Sicknick, a military veteran
12 and twelve year member of the U.S. Capitol Police Department, who was fatally
13 injured by the violent mob.
