This bill amends RCW 28A.150.410 to establish new minimum state salary allocations for various categories of school staff in Washington. By the 2018-19 school year, the minimum state allocation for certificated instructional staff must be increased to a statewide average of $64,000, while certificated administrative staff must receive a minimum allocation of $95,000, both adjusted for inflation from the 2017-18 school year. Additionally, starting with the 2025-26 school year, the minimum allocation for classified staff will rise to $67,325, and by the 2026-27 school year, it will further increase to $73,384. The bill also introduces provisions for classified administrative staff and other classified staff, setting their minimum allocations at $99,164 and $79,988, respectively, beginning in the 2027-28 school year.
Furthermore, the bill mandates that state allocations for salaries must be adjusted for regional differences in hiring costs, with specific adjustments outlined in the omnibus appropriations act for each school year through at least 2022-23. It also establishes a requirement for the review and rebasing of minimum state salary allocations and regionalization factors every four years, starting in the 2023-24 school year, to ensure alignment with staffing costs for basic education. The bill clarifies the definition of "inflation" as per existing law, ensuring that salary adjustments reflect economic changes.
