1 AN ACT Relating to faculty in dental schools; and amending RCW
2 18.32.195.
3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
4 Sec. 1. RCW 18.32.195 and 2009 c 327 s 1 are each amended to
5 read as follows:
6 The commission may, without examination, issue a license to
7 persons who possess the qualifications set forth in this section.
8 (1) The commission may, upon written request of the dean of the
9 school of dentistry of ((the University of Washington)) any
10 institution of higher education in Washington state accredited by the
11 commission on dental accreditation, issue a license to practice
12 dentistry in this state to persons who have been licensed or
13 otherwise authorized to practice dentistry in another state or
14 country and who have been accepted for employment by the school of
15 dentistry as faculty members. For purposes of this subsection, this
16 means teaching members of the faculty of ((the)) any school of
17 dentistry ((of the University of Washington)) in any institution of
18 higher education in Washington state accredited by the commission on
19 dental accreditation. Such license shall permit the holder thereof to
20 practice dentistry within the confines of the university facilities
21 for a period of one year while he or she is so employed as a faculty

1 member by the school of dentistry ((of the University of
2 Washington)). It shall terminate whenever the holder ceases to be a
3 faculty member. Such license shall permit the holder thereof to
4 practice dentistry only in connection with his or her duties in
5 employment with the school of dentistry ((of the University of
6 Washington)). This limitation shall be stated on the license.
7 (2) The commission may, upon written request of the dean of the
8 school of dentistry of ((the University of Washington)) any
9 institution of higher education in Washington state accredited by the
10 commission on dental accreditation or the director of a postdoctoral
11 dental residency program approved by the commission, issue a limited
12 license to practice dentistry in this state to university
13 postdoctoral students or residents in dental education or to
14 postdoctoral residents in a dental residency program approved by the
15 commission. Prior to July 1, 2010, a dental residency program must be
16 accredited by the commission on dental accreditation, or be in the
17 process of obtaining such accreditation, in order to be approved by
18 the commission. On or after July 1, 2010, the dental residency
19 program must be accredited by the commission on dental accreditation
20 in order to be approved by the commission. The license shall permit
21 the resident dentist to provide dental care only in connection with
22 his or her duties as a university postdoctoral dental student or
23 resident or a postdoctoral resident in a program approved by the
24 commission.
25 (3) The commission may condition the granting of a license under
26 this section with terms the commission deems appropriate. All persons
27 licensed under this section shall be subject to the jurisdiction of
28 the commission to the same extent as other members of the dental
29 profession, in accordance with this chapter, and in addition the
30 licensee may be disciplined by the commission after a hearing has
31 been held in accordance with the provisions set forth in this
32 chapter, and determination by the commission that such licensee has
33 violated any of the restrictions set forth in this section.
34 (4) Persons applying for licensure pursuant to this section shall
35 pay the application fee determined by the secretary and, in the event
36 the license applied for is issued, a license fee at the rate provided
37 for licenses generally. After review by the commission, licenses
38 issued under this section may be renewed annually if the licensee
39 continues to be employed as a faculty member of the school of
40 dentistry of ((the University of Washington)) any institution of

1 higher education in Washington state accredited by the commission on
2 dental accreditation, or is a university postdoctoral student or
3 resident in dental education, or a postdoctoral resident in a dental
4 residency program approved by the commission, and otherwise meets the
5 requirements of the provisions and conditions deemed appropriate by
6 the commission. Any person who obtains a license pursuant to this
7 section may, without an additional application fee, apply for
8 licensure under this chapter, in which case the applicant shall be
9 subject to examination and the other requirements of this chapter.
