16 Statement of purpose of bill as introduced: This bill proposes to cap the
17 amount by which a landlord may annually increase rent by not more than the
18 average of the Consumer Price Index over the prior 12-month period, or six
19 percent above the most recent rent, unless the landlord can demonstrate that a
20 greater increase is necessary due to additional costs for repairs or other exigent
21 circumstances beyond normal maintenance or improvement. The bill also VT LEG #365747 v.4

1 proposes to limit the amount of a security deposit to not more than one
2 month’s rent, which may be applied as the final month’s rent if no damage is
3 discovered at an inspection that occurs not more than one month prior to the
4 termination of the tenancy.
