1 Subject: Education; National Guard Tuition Benefit Program
2 Statement of purpose of bill as introduced: This bill proposes to amend the
3 National Guard Tuition Benefit Program to include courses offered at a non-
4 Vermont approved postsecondary education institution approved for Title IV
5 funding where the degree program is not offered in Vermont.
6 An act relating to the Vermont National Guard Tuition Benefit Program
7 It is hereby enacted by the General Assembly of the State of Vermont:
8 Sec. 1. 16 V.S.A. § 2857 is amended to read:
9 § 2857. VERMONT NATIONAL GUARD TUITION BENEFIT PROGRAM
10 (a) Program creation. The Vermont National Guard Tuition Benefit
11 Program (Program) is created, under which a member of the Vermont National
12 Guard (member) who meets the eligibility requirements in subsection (c) of
13 this section is entitled to the following tuition benefit for up to full-time
14 attendance:
15 (1) For courses at any Vermont State College institution or the
16 University of Vermont and State Agricultural College (UVM), the benefit shall
17 be the in-state residence tuition rate for the relevant institution.
18 (2) For courses at any eligible Vermont private postsecondary
19 institution, the benefit shall be the in-state tuition rate charged by UVM.

1 (3) For courses at an eligible training institution offering nondegree,
2 certificate training, or continuing education programs, the benefit shall be the
3 lower of the institution’s standard tuition or the in-state tuition rate charged by
4 UVM.
5 (4) For courses at a non-Vermont approved postsecondary education
6 institution approved for federal Title IV funding where the degree program is
7 not available in Vermont, the benefit shall be the in-state tuition rate charged
8 by UVM.

10 Sec. 2. EFFECTIVE DATE
11 This act shall take effect on July 1, 2023.
