Act No. 38 (H.421). Public safety; humane officers
An act relating to animal cruelty investigation response and training
This act requires that humane officers authorized to conduct animal cruelty
investigations must be certain types of law enforcement, designated humane
society employees, or animal control officers who receive specialized animal
cruelty investigation training pursuant to statute. It also requires animal cruelty
response training as developed by the Animal Cruelty Investigation Advisory
Board and administered by the Criminal Justice Council for designated humane
society employees and animal control officers in order to serve as humane
officers. Trainings for current humane officers must be completed by the end of
2023, and the Council must provide the Board with a list of individuals who
completed the training by January 1, 2024.
