Act No. 44 (H.135). Executive Branch; State Ethics Commission; governmental
ethics; disclosure forms
An act relating to the State Ethics Commission
This act amends 3 V.S.A. chapter 31 (Governmental Ethics) to change the
ethics disclosure requirement for Executive officers and State Ethics Commission
members from a biennial disclosure to an annual disclosure, prohibits a
Commission member from being a candidate for or holding an elected judicial
office, extends Commission members’ terms from three years to five years,
clarifies the circumstances under which the Commission’s Executive Director
may provide guidance and issue advisory opinions, and makes other conforming
language changes within chapter 31. In addition, this act changes the repeal date
of the surcharge that funds the Commission from June 30, 2021, to July 1, 2022,
and authorizes the Executive Director to hire a new part-time administrative
assistant with the consent of the Commission.
