4 General Description:
5 This bill creates a youth apprenticeship governance study.
6 Highlighted Provisions:

22 Be it enacted by the Legislature of the state of Utah:
23 Section 1. Section 53B-34-110 is enacted to read:
24 53B-34-110 . Youth apprenticeship governance study.
25 (1) As used in this section:
26 (a) "Apprenticeship" means the same as the term is defined in Section 35A-6-102.
27 (b) "Study" means the study created in Subsection (2).

28 (2) There is created a study to design a framework and system for maximizing efficiencies
29 and expanding youth apprenticeship opportunities for students.
30 (3) The study shall be conducted collaboratively by the following entities:
31 (a) the Governor's Office;
32 (b) the State Board of Education;
33 (c) the Department of Workforce Services;
34 (d) the Talent Ready Utah Program; and
35 (e) relevant participating employers as determined by the entities described in
36 Subsections (3)(a) through (d).
37 (4) The study shall examine framework and system design recommendations regarding:
38 (a) ways to increase youth apprenticeship offerings;
39 (b) increasing student and employer participation in youth apprenticeships;
40 (c) formalizing roles and streamlining use of existing infrastructure described in:
41 (i) Title 35A, Chapter 6, Apprenticeship Act;
42 (ii) Title 53B, Chapter 34, Talent, Education, and Industry Alignment, including the
43 role of the state apprenticeship intermediary described in Section 53B-34-103; and
44 (iii) Section 53G-7-902;
45 (d) aligning youth apprenticeship efforts to meet the definition of youth apprenticeship
46 defined in Section 35A-6-102;
47 (e) identifying metrics to assess the success of youth apprenticeship programs;
48 (f) opportunities to leverage secondary and post-secondary educational programs in
49 conjunction with youth apprenticeships, including:
50 (i) career and technical education;
51 (ii) concurrent enrollment; and
52 (iii) stackable credentials; and
53 (g) the creation of career competencies to prepare a qualified workforce.
54 (5) The staff of the Talent Ready Utah Program shall staff the study.
55 (6) No later than May 1, 2025, the entities described in Subsections (3)(a) through (e) shall
56 report the recommendations described in Subsection (4) to:
57 (a) the talent board; and
58 (b) the Unified Economic Opportunity Commission.
59 Section 2. Effective date.
60 This bill takes effect on May 1, 2024.
