8 General Description:
9 This bill addresses recipients of maternal and child health services.
10 Highlighted Provisions:
11 This bill:
12 < creates definitions;
13 < requires the Department of Health and Human Services to ensure that a recipient of
14 maternal and child health services is informed of other services funded by the
15 department, including evidence-based early childhood home visiting services;
16 < requires the department to develop a system that will allow follow-up with a
17 recipient to determine the degree to which the recipient's needs have been addressed
18 by the services; and
19 < requires the department to report each year to the Legislature.

28 Be it enacted by the Legislature of the state of Utah:
29 Section 1. Section 26-10-2.6 is enacted to read:
30 26-10-2.6. Recipients to be informed of other services -- Follow-up -- Reporting.
31 (1) As used in this section:
32 (a) "Evidence-based early childhood home visiting services" means services delivered
33 using a service delivery model that meets the United States Department of Health and Human
34 Services criteria for an evidence-based early childhood home visiting service delivery model as
35 reported by the United States Department of Health and Human Services.
36 (b) "Services" means maternal and child health services.
37 (c) "Recipient" means an individual who receives services, or a parent of the individual
38 if the individual is a minor, that are provided with funding received directly or indirectly from
39 the department.
40 (2) The department shall ensure that a recipient is:
41 (a) informed of other services that may benefit the recipient and are funded directly or
42 indirectly by the department, including evidence-based early childhood home visiting services;
43 and
44 (b) given the opportunity to receive the services described in Subsection (2)(a).
45 (3) The department shall develop a system that will allow the department to follow up
46 directly or indirectly with a recipient to determine the degree to which the recipient's needs
47 have been addressed by the services.
48 (4) Each year the department shall report to the Social Services Appropriations
49 Subcommittee and the Health and Human Services Interim Committee the number of
50 recipients, by type of service received.
