8 LONG TITLE
9 General Description:
10 This bill supplements or reduces appropriations otherwise provided for the support and
11 operation of state government for the fiscal year beginning July 1, 2022 and ending June 30, 2023.
12 Highlighted Provisions:
13 This bill:
14 < provides funding for a 3.5% labor market increase for state employees;
15 < provides funding for performance-based discretionary, targeted, and directed salary
16 increases for state employees;
17 < provides funding for a 5.75% labor market and performance-based increase for higher
18 education employees;
19 < provides funding for step and lane increases for employees of the Utah Schools for the
20 Deaf and the Blind;
21 < provides funding for an average 6.7% increase in health insurance benefits rates and 1%
22 increase in dental insurance benefits rates for state and higher education employees;
23 < provides funding for a 2.59% State pick up of public safety and firefighter employee
24 retirement contributions for employees in the Tier II Defined Contribution Plan;
25 < provides funding for retirement rate changes for certain state employees;
26 < provides funding for an up-to $26 per pay period match for qualifying state employees
27 enrolled in a defined contribution plan; and
28 < provides funding for other compensation adjustments as authorized.
29 Money Appropriated in this Bill:
30 This bill appropriates $251,865,500 in operating and capital budgets for fiscal year 2023,
31 including:
32 < $94,583,200 from the General Fund;
33 < $85,938,800 from the Education Fund; and

34 < $71,343,500 from various sources as detailed in this bill.
35 This bill appropriates $321,400 in expendable funds and accounts for fiscal year 2023,
36 including:
37 < $28,000 from the General Fund; and
38 < $293,400 from various sources as detailed in this bill.
39 This bill appropriates $2,865,700 in business-like activities for fiscal year 2023, including:
40 < $5,100 from the General Fund; and
41 < $2,860,600 from various sources as detailed in this bill.
42 This bill appropriates $57,300 in restricted fund and account transfers for fiscal year 2023, all
43 of which is from the General Fund.
44 Other Special Clauses:
45 This bill takes effect on July 1, 2022.

49 Be it enacted by the Legislature of the state of Utah:
50 Section 1. FY 2023 Appropriations. The following sums of money are appropriated for the
51 fiscal year beginning July 1, 2022 and ending June 30, 2023.
52 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
53 Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
54 money from the funds or accounts indicated for the use and support of the government of the state of
55 Utah.
