8 General Description:
9 This bill supplements or reduces appropriations otherwise provided for the support and
10 operation of state government for the fiscal year beginning July 1, 2019 and ending June 30, 2020.
11 Highlighted Provisions:
12 This bill:
13 < provides appropriations for the use and support of higher education and certain state
14 agencies;
15 < provides appropriations for other purposes as described; and
16 < provides intent language.
17 Money Appropriated in this Bill:
18 This bill appropriates $657,616,300 in operating and capital budgets for fiscal year 2020,
19 including:
20 < ($36,967,000) from the General Fund;
21 < $155,892,300 from the Education Fund; and
22 < $538,691,000 from various sources as detailed in this bill.
23 This bill appropriates $2,600 in expendable funds and accounts for fiscal year 2020,
24 including:
25 < $212,300 from the General Fund; and
26 < ($209,700) from various sources as detailed in this bill.
27 This bill appropriates $15,472,900 in business-like activities for fiscal year 2020.
28 This bill appropriates ($37,900) in restricted fund and account transfers for fiscal year 2020.
29 This bill appropriates $5,338,700 in transfers to unrestricted funds for fiscal year 2020.
30 This bill appropriates $4,800 in fiduciary funds for fiscal year 2020.
31 This bill appropriates $1,475,000 in capital project funds for fiscal year 2020.
32 Other Special Clauses:
33 This bill takes effect immediately.

37 Be it enacted by the Legislature of the state of Utah:
38 Section 1. FY 2020 Appropriations. The following sums of money are appropriated for the
39 fiscal year beginning July 1, 2019 and ending June 30, 2020. These are additions to amounts
40 otherwise appropriated for fiscal year 2020.
41 Subsection 1(a). Operating and Capital Budgets. Under the terms and conditions of
42 Title 63J, Chapter 1, Budgetary Procedures Act, the Legislature appropriates the following sums of
43 money from the funds or accounts indicated for the use and support of the government of the state of
44 Utah.

46 ATTORNEY GENERAL
47 ITEM 1 To Attorney General
48 From Federal Funds, One-Time 260,500
49 From Dedicated Credits Revenue, One-Time 1,357,700

53 Under Section 63-J-1-603 of the Utah Code, the Legislature
54 intends that appropriations of up to $3,000,000 to the Attorney
55 General's Office provided for in Item 49 of Chapter 9 Laws of
56 Utah 2019 not lapse at the close of Fiscal Year 2020. The use
57 of any unused funds is limited to purchase of computer
58 hardware and software, specific program
59 development/operation, pass-thru funds appropriated by the
60 Legislature and other one-time operational and capital
61 expenses.
62 The Legislature intends that the Attorney General's Office,
63 Criminal Department, may purchase up to six (6) additional
64 vehicles with department funds in Fiscal Year 2020 or Fiscal
65 Year 2021.

73 not lapse at the close of Fiscal Year 2020. The use of any
74 unused funds is limited to costs passed-thru to operate the local
75 CJC's or for one-time operational expenses.
76 ITEM 3 To Attorney General - Contract Attorneys
77 Under Section 63-J-1-603 of the Utah Code, the Legislature
78 intends that appropriations of up to $60,000 provided for
79 contract expense in Item 51 of Chapter Laws of Utah 2019 not
80 lapse at the close of Fiscal Year 2020. The use of any unused
81 funds is limited to professional services for attorneys under
82 contract with the Office of the Attorney General and other
83 litigation expenses.
84 ITEM 4 To Attorney General - Prosecution Council
85 Under Section 63-J-1-603 of the Utah Code, the Legislature
86 intends that appropriations of up to $150,000 provided for
87 contract expense in Item 52 of Chapter 9 Laws of Utah 2019
88 not lapse at the close of Fiscal Year 2020. The use of any
89 unused funds is limited to expense associated with providing
90 training and technical assistance to prosecutors. Funds set aside
91 for training commitments and other agreements may cross
92 fiscal years; thus, nonlapsing authority is requested to meet
93 financial commitments.

119 Under Section 63J-1-603 of the Utah Code, the Legislature
120 intends that the appropriations of up to $10,000,000 for the
121 Utah Department of Corrections - Programs and Operations in
122 item 54 of chapter 9, Laws of Utah 2019 not lapse at the close
123 of Fiscal Year 2020. The use of any nonlapsing funds shall be
124 limited to the following items: stab & ballistic vests, uniforms,
125 radio supplies & equipment, authorized vehicle purchases,
126 inmate support & food costs, inmate programming, firearms &
127 ammunition, computer equipment/software & support,
128 equipment & supplies, employee training & development,
129 building & office remodeling, furniture, and special projects.
130 The Legislature intends that, if the Department of
131 Corrections is able to reallocate resources internally to fund
132 additional Adult Probation & Parole Agents, for every two
133 agents hired, the Legislature grants the authority to purchase
134 one vehicle with Department funds for FY 2020 and FY 2021.

143 Year 2020. The use of any nonlapsing funds shall be limited to
144 purchase pharmaceuticals, medical supplies & equipment,
145 computer equipment/software, and employee training &

152 intends that the appropriations of up to $5,000,000 for the Utah
153 Department of Corrections - Jail Contracting in item 56 of
154 chapter 9, Laws of Utah 2019 not lapse at the close of Fiscal
155 Year 2020. The use of any nonlapsing funds shall be limited to
156 housing inmates, and treatment programming for inmates
157 housed at the county jails.

163 To Judicial Council/State Court Administrator -
164 Administration Under Section 63J-1-603(3) of the Utah Code,
165 the Legislature intends that appropriations of up to $2,500,000
166 provided to the Judicial Council/State Court Administrator -
167 Administration in Laws of Utah 2019 Chapter 9, Item 57 and in
168 Chapter 359, Item 7 and in Chapter 508, Items 75 and Items 78
169 through 92 shall not lapse at the close of Fiscal Year 2020. The
170 use of any unused funds is limited to market comparability
171 salary adjustments and career track advancement; employee
172 retention, training, education assistance, and incentives;
173 translation and interpreter services; IT programming and
174 contracted support; computer equipment and software; courts
175 security; special projects and studies; temporary employees
176 (law clerks); trial court program support and senior judge
177 assistance; grant match; and purchase of Utah code and rules
178 for judges.
179 Under Section 63J-1-603 of the Utah Code, the Legislature
180 intends that any unspent funds donated or paid to the juvenile
181 court by private sources for the purpose of compensatory
182 service programs shall not lapse at the close of Fiscal Year

183 2020. Unused funds are to be used to benefit the community
184 through juvenile community service programs such as graffiti
185 removal and community service.
186 Under Sections 63J-1-603 and 63J-1-602.1(66) of the Utah
187 Code, the Legislature intends that any unspent funds remaining
188 in the Law Library (Budget Line BAAA, Appropriation Code
189 BAB) shall not lapse at the close of Fiscal Year 2020. Unused
190 funds are to be used to supplement the costs of the Courts
191 Self-help Center.
192 ITEM 11 To Judicial Council/State Court Administrator - Contracts and
193 Leases
194 Under Section 63J-1-603 of the Utah Code, the Legislature
195 intends that appropriations of up to $500,000 provided to the
196 Judicial Council/State Court Administrator-Contracts and
197 Leases in Laws of Utah 2019 Chapter 9, Item 58 and in Chapter
198 359, Item 8 shall not lapse at the close of Fiscal Year 2020. The
199 use of any non-lapsing funds is limited to lease cost increases,
200 contractual obligations and support.
201 ITEM 12 To Judicial Council/State Court Administrator - Grand Jury
202 Under Section 63J-1-603 of the Utah Code, the Legislature
203 intends that the appropriations of up to $800 provided to the
204 Judicial Council/State Court Administrator-Grand Jury in Laws
205 of Utah 2019 Chapter 9, Item 59 shall not lapse at the close of
206 Fiscal Year 2020. The use of any non-lapsing funds is limited
207 to expenses related to the grand jury.
208 ITEM 13 To Judicial Council/State Court Administrator - Guardian ad Litem
209 Under Section 63J-1-603 of the Utah Code, the Legislature
210 intends that appropriations of up to $500,000 provided to the
211 Judicial Council/State Court Administrator-Guardian ad Litem
212 in Laws of Utah 2019 Chapter 9, Item 60 and in Chapter 359,
213 Item 9 shall not lapse at the close of Fiscal Year 2020. The use
214 of any non-lapsing funds is limited to employee training,
215 development, and incentives; computer equipment and
216 software, special projects and studies, and temporary
217 employees.

220 Under Section 63J-1-603 of the Utah Code, the Legislature
221 intends that the appropriations of up to $1,000,000 provided to
222 the Judicial Council/State Court Administrator-Juror, Witness,
223 Interpreter in Laws of Utah 2019 Chapter 9, Item 61 and in
224 Chapter 359, Item 10 shall not lapse at the close of Fiscal Year
225 2020. The use of any non-lapsing funds is limited to expenses
226 for jury, witness fees and interpretation services.

228 ITEM 15 To Governors Office - CCJJ - Child Welfare Parental Defense
229 Under section 63J-1-603 of the Utah Code, the Legislature
230 intends that appropriations up to $75,000 provided for the
231 Parental Defense in Item 46 of Chapter 5 Laws of Utah 2019
232 not lapse at the close of fiscal year 2020. The Legislature also
233 intends that dedicated credits that have not been expended shall
234 also not lapse at the close of fiscal year 2020.
