Section 53E-1-201 is amended to read: 45 53E-1-201. Reports to and action required of the Education Interim Committee. 46 (1) In accordance with applicable provisions and Section 68-3-14, the following 47 recurring reports are due to the Education Interim Committee: 48 (a) the report described in Section 9-22-109 by the STEM Action Center Board, 49 including the information described in Section 9-22-113 on the status of the computer science 50 initiative and Section 9-22-114 on the Computing Partnerships Grants Program; 51 [(a)] (b) the prioritized list of data research described in Section 35A-14-302 and the 52 report on research described in Section 35A-14-304 by the Utah Data Research Center; 53 [(b)] (c) the report described in Section 35A-15-303 by the State Board of Education 54 on preschool programs; and]. 79 [(n) the report described in Section 63N-12-208 by the STEM Action Center Board, 80 including the information described in Section 63N-12-213 on the status of the computer 81 science initiative and Section 63N-12-214 on the Computing Partnerships Grants Program.] 82 (2) In accordance with applicable provisions and Section 68-3-14, the following 83 occasional reports are due to the Education Interim Committee: 84 (a) the report described in Section 35A-15-303 by the School Readiness Board by 85 November 30, 2020, on benchmarks for certain preschool programs; 90 (d) if required, the report described in Section 53E-4-309 by the state board explaining 91 the reasons for changing the grade level specification for the administration of specific 92 assessments; 93 (e) if required, the report described in Section 53E-5-210 by the state board of an 94 adjustment to the minimum level that demonstrates proficiency for each statewide assessment; 95 (f) in 2022 and in 2023, on or before November 30, the report described in Subsection 96 53E-10-309(7) related to the PRIME pilot program; 108 [(k)] (l) the reports described in Section 53G-11-304 by the state board regarding 109 proposed rules and results related to educator exit surveys; 110 [(l)] (m) upon request, the report described in Section 53G-11-505 by the state board 111 on progress in implementing employee evaluations; and 116 [(n)] (o) the reports described in Section 63C-19-202 by the Higher Education Strategic 117 Planning Commission. 118 (3) In accordance with Section 53B-7-705, the Education Interim Committee shall 119 complete the review of the implementation of performance funding. 120 Section 2. Section 53E-10-309 is enacted to read: 121 53E-10-309. LAUNCH certificate -- DISCOVER breadth certificate -- 122 TRANSFORM general education certificate -- TRANSFORM CTE institutional 123 credential -- Utah PRIME Pilot Program. 124 (1) As used in this section: 125 (a) "DISCOVER breadth certificate" means a certificate of completion awarded by the 126 state board to an eligible student who meets the criteria described in this section. 127 (b) "Industry certification" means a career and technical education certification 128 awarded through validation of skills in cooperation with a business, trade association, or other 129 industry group, in accordance with rules adopted by the state board under Section 53F-2-311. 130 (c) "Institutional certificate" means a career and technical education program 131 completion certificate awarded by the state board, an institution of higher education, or a 132 technical college. 133 (d) "LAUNCH certificate" means a certificate of completion awarded by the state 134 board to an eligible student who meets the criteria described in this section. 135 (e) "Participating LEA" means an LEA that participates in the pilot program. 136 (f) "Pilot program" means the PRIME pilot program described in Subsection (7). 137 (g) "Plan for college and career readiness" means the same as that term is defined in 138 Section 53E-2-304. 139 (h) "Qualifying student" means an eligible student who meets the criteria for a 140 LAUNCH certificate, a DISCOVER breadth certificate, a TRANSFORM general education 141 certificate, or a TRANSFORM CTE institutional credential as described in this section. -5- H.B. 336 Enrolled Copy 142 (i) "Technical college" means the same as that term is defined in 53B-1-101.5. 143 (j) "TRANSFORM CTE institutional credential" means an institutional credential 144 awarded to an eligible student who meets the criteria described in this section. 145 (k) "TRANSFORM general education certificate" means a certificate of completion 146 established by the Board of Regents in accordance with Section 53B-16-105. 147 (2) The state board shall award a LAUNCH certificate to an eligible student who: 148 (a) completes six concurrent enrollment credits; 149 (b) is awarded an industry certification or institutional certificate; and 150 (c) has on file a plan for college and career readiness. 151 (3) The state board shall award a DISCOVER breadth certificate to an eligible student 152 who completes one 3-credit course in each of the following categories through concurrent 153 enrollment at an institution of higher education: 154 (a) arts; 155 (b) humanities; 156 (c) life sciences; 157 (d) social and behavioral sciences; and 158 (e) physical sciences. 159 (4) An institution of higher education shall award a TRANSFORM general education 160 certificate to an eligible student who completes the requirements established by the State Board 161 of Regents in accordance with Section 53B-16-105. 162 (5) The state board, an institution of higher education, or a technical college through 163 which an eligible student takes career and technical education courses, shall award a 164 TRANSFORM CTE institutional credential to an eligible student who completes a career and 165 technical education program that is at least 900 hours or 30 credit hours. 166 (6) The State Board of Regents shall make rules in accordance with Title 63G, Chapter 167 3, Utah Administrative Rulemaking Act, to ensure that credits described in Subsections (2), 168 (3), and (4) earned by a qualifying student are transferable to institutions of higher education. 169 (7) (a) In accordance with this section, and subject to appropriations by the Legislature -6- Enrolled Copy H.B. 336 170 for this purpose, the state board shall administer a two-year Utah PRIME pilot program, 171 beginning in the 2021-2022 school year, to expand access to concurrent enrollment courses and 172 career and technical education certificates by expanding digital delivery models for distance 173 learning programs or funding enrollment in participating LEAs. 174 (b) The state board shall: 175 (i) make rules in accordance with Title 63G, Chapter 3, Utah Administrative 176 Rulemaking Act, to: 177 (A) establish eligibility requirements for a participating LEA; and 178 (B) create an application process for LEAs to apply for the pilot program; 179 (ii) select up to eight LEAs to be participating LEAs for the pilot program; and 180 (iii) distribute up to $100,000 in each year of the pilot program to a participating LEA 181 to carry out the purposes of the pilot program. 182 (c) A participating LEA shall offer concurrent enrollment courses, including career and 183 technical education courses, that meet the requirements for the LAUNCH certificate, 184 DISCOVER breadth certificate, TRANSFORM general education certificate, and 185 TRANSFORM CTE institutional credential. 186 (d) In 2022 and in 2023, on or before November 30, the state board shall deliver a 187 report, in accordance with Section 53E-1-201, to the Education Interim Committee that: 188 (i) identifies the participating LEAs; 189 (ii) describes how pilot program appropriation money is used; 190 (iii) describes the effectiveness of the pilot program; 191 (iv) compares the demographics of students enrolled in the pilot program with the 192 demographics of all students enrolled in participating LEAs; and 193 (v) includes the number of: 194 (A) concurrent enrollment courses offered by participating LEAs; 195 (B) students enrolled in concurrent enrollment courses at participating LEAs; and 196 (C) LAUNCH certificates, DISCOVER breadth certificates, TRANSFORM general 197 education certificates, and TRANSFORM CTE institutional credentials awarded to students in -7- H.B. 336 Enrolled Copy 198 participating LEAs. 199 Section 3. Section 63I-2-253 is amended to read: 200 63I-2-253. Repeal dates -- Titles 53 through 53G. 201 (1) (a) Subsections 53B-2a-103(2) and (4), regarding the composition of the UTech 202 Board of Trustees and the transition to that composition, are repealed July 1, 2019. 203 (b) When repealing Subsections 53B-2a-103(2) and (4), the Office of Legislative 204 Research and General Counsel shall, in addition to its authority under Subsection 36-12-12(3), 205 make necessary changes to subsection numbering and cross references. 206 (2) (a) Subsection 53B-2a-108(5), regarding exceptions to the composition of a 207 technical college board of directors, is repealed July 1, 2022. 208 (b) When repealing Subsection 53B-2a-108(5), the Office of Legislative Research and 209 General Counsel shall, in addition to its authority under Subsection 36-12-12(3), make 210 necessary changes to subsection numbering and cross references. 211 (3) Section 53B-6-105.7 is repealed July 1, 2024. 212 (4) (a) Subsection 53B-7-705(6)(b)(ii)(A), the language that states "Except as provided 213 in Subsection (6)(b)(ii)(B)," is repealed July 1, 2021. 214 (b) Subsection 53B-7-705(6)(b)(ii)(B), regarding comparing a technical college's 215 change in performance with the technical college's average performance, is repealed July 1, 216 2021. 217 (5) (a) Subsection 53B-7-707(3)(a)(ii), the language that states "Except as provided in 218 Subsection (3)(b)," is repealed July 1, 2021. 219 (b) Subsection 53B-7-707(3)(b), regarding performance data of a technical college 220 during a fiscal year before fiscal year 2020, is repealed July 1, 2021. 221 (6) Section 53B-8-112 is repealed July 1, 2024. 222 (7) Section 53B-8-114 is repealed July 1, 2024. 223 (8) (a) The following sections, regarding the Regents' scholarship program, are 224 repealed on July 1, 2023: 225 (i) Section 53B-8-202; -8- Enrolled Copy H.B. 336 226 (ii) Section 53B-8-203; 227 (iii) Section 53B-8-204; and 228 (iv) Section 53B-8-205. 229 (b) (i) Subsection 53B-8-201(2), regarding the Regents' scholarship program for 230 students who graduate from high school before fiscal year 2019, is repealed on July 1, 2023. 231 (ii) When repealing Subsection 53B-8-201(2), the Office of Legislative Research and 232 General Counsel shall, in addition to its authority under Subsection 36-12-12(3), make 233 necessary changes to subsection numbering and cross references.
