9 LONG TITLE
10 General Description:
11 This bill amends provisions relating to the selection of psychiatry medical residents,
12 creates a grant program and provides and appropriation.
13 Highlighted Provisions:
14 This bill:
15 < subject to legislative appropriations, requires the University of Utah Health
16 Sciences to select two additional psychiatry residents in the 2021-22 academic year;
17 < creates a grant program for a training module for certain professionals who work
18 with children and adolescents; and
19 < provides an appropriation.
20 Money Appropriated in this Bill:
21 This bill appropriates in fiscal year 2021:
22 < to the University of Utah - School of Medicine, as an ongoing appropriation:
23 C from the Education Fund, $807,700;
24 < to the University of Utah - School of Medicine, as a one-time appropriation:
25 C from the Education Fund, ($807,700); and
26 < to the University of Utah - School of Medicine, as a one-time appropriation:
27 C from the Education Fund, $600,000.

34 Be it enacted by the Legislature of the state of Utah:
35 Section 1. Section 53B-17-902 is amended to read:
36 53B-17-902. Health Sciences -- Psychiatry medical residents selection -- Grant
37 program.
38 (1) As used in this section:
39 (a) "Psychiatry resident" means a medical resident practicing in any type of psychiatry
40 specialty or subspecialty, as determined by the university.
41 (b) "University" means the University of Utah Health Sciences.
42 (2) (a) Subject to legislative appropriations, beginning with the 2020-21 academic year,
43 the university shall annually select up to four more first-year psychiatry residents than the
44 number of first-year psychiatry residents the university selected for the 2018-19 academic year.
45 (b) Subject to legislative appropriations, beginning with the 2021-22 academic year,
46 the university shall annually select up to two more first-year psychiatry residents than the
47 number of first-year psychiatry residents the university selected for the 2019-2020 academic
48 year.
49 [(b)] (c) Nothing in this section prohibits the university from using money from a
50 source other than legislative appropriations to select more than the total number of psychiatry
51 residents described in Subsection (2)(a) or (b).
52 [(3)] (d) The university may not use money appropriated for the purposes described in
53 this [section] Subsection (2) to supplant existing money used for psychiatry residents.
54 (3) (a) Subject to legislative appropriations, the university shall award a grant to
55 produce a certification in child and adolescent behavioral health primary care for primary care
56 physicians and medical professionals, school counselors, social workers, and other

57 professionals who work with children and adolescents.
58 (b) The university shall ensure that the amount of the grant awarded under Subsection
59 (3)(a) is matched, at a minimum, by private gifts, grants, and bequests of personal property
60 made to the grant.
61 Section 2. Appropriation.
62 The following sums of money are appropriated for the fiscal year beginning July 1,
63 2020, and ending June 30, 2021. These are additions to amounts previously appropriated for
64 fiscal year 2021. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
65 Act, the Legislature appropriates the following sums of money from the funds or accounts
66 indicated for the use and support of the government of the state of Utah.

71 The Legislature intends that the appropriations provided under this item be used to fund
72 two additional psychiatry residency positions at the University of Utah Health Sciences under
73 Subsection 53B-17-902(2)(b).

80 (1) the appropriations provided under this item be used to award a grant under
81 Subsection 53B-17-902(3); and

83 the close of fiscal year 2021 and the use of any nonlapsing funds is limited to the purpose
84 described in Subsection (1) of this item.
