8 General Description:
9 This bill creates the Hepatitis C Outreach Pilot Program within the Department of
10 Health.
11 Highlighted Provisions:

15 < requires the department to make grants to Hepatitis C outreach organizations; and

31 Be it enacted by the Legislature of the state of Utah:
32 Section 1. Section 26-7-10 is enacted to read:
33 26-7-10. Hepatitis C Outreach Pilot Program.
34 (1) As used in this section, "Hepatitis C outreach organization" means a private
35 nonprofit organization that:
36 (a) has an established relationship with individuals who are at risk of acquiring acute
37 Hepatitis C;
38 (b) helps individuals who need Hepatitis C treatment, but who do not qualify for
39 payment of the treatment by the Medicaid program or another health insurer, to obtain
40 treatment;
41 (c) has the infrastructure necessary for conducting Hepatitis C assessment, testing, and
42 diagnosis, including clinical staff with the training and ability to provide:
43 (i) specimen collection for Hepatitis C testing;
44 (ii) clinical assessments;
45 (iii) consultation regarding blood-borne diseases; and
46 (iv) case management services for patient support during Hepatitis C treatment; or
47 (d) has a partnership with a health care facility that can provide clinical follow-up and
48 medical treatment following Hepatitis C rapid antibody testing and confirmatory testing.
49 (2) There is created within the department the Hepatitis C Outreach Pilot Program.
50 (3) Before September 1, 2020, the department shall, as funding permits, make grants to
51 Hepatitis C outreach organizations in accordance with criteria established by the department
52 under Subsection (4).
53 (4) Before July 1, 2020, the department shall make rules, in accordance with Title 63G,
54 Chapter 3, Utah Administrative Rulemaking Act, to:
55 (a) create application requirements for a grant from the program;
56 (b) establish criteria for determining:
57 (i) whether a grant is awarded, including criteria that ensure grants are awarded to areas

58 of the state, including rural areas, that would benefit most from the grant; and
59 (ii) the amount of a grant; and
60 (c) specify reporting requirements for the recipient of a grant under this section.
61 (5) Before October 1, 2021, and before October 1 every year thereafter, the department
62 shall submit a report to the Health and Human Services Interim Committee and the Social
63 Services Appropriations Subcommittee on the outcomes of the Hepatitis C Outreach Pilot
64 Program.
65 Section 2. Section 63I-1-226 is amended to read:
66 63I-1-226. Repeal dates, Title 26.
67 (1) Section 26-1-40 is repealed July 1, 2022.
68 (2) Subsection 26-7-10(5), regarding reports to the Legislature, is repealed July 1,
69 2028.
70 [(2)] (3) Title 26, Chapter 9f, Utah Digital Health Service Commission Act, is repealed
71 July 1, 2025.
72 [(3)] (4) Section 26-10-11 is repealed July 1, 2020.
73 [(4)] (5) Subsection 26-18-417(3) is repealed July 1, 2020.
74 [(5)] (6) Subsection 26-18-418(2), the language that states "and the Mental Health
75 Crisis Line Commission created in Section 63C-18-202" is repealed July 1, 2023.
76 [(6) Section 26-18-419.1 is repealed December 31, 2019.]
77 (7) Title 26, Chapter 33a, Utah Health Data Authority Act, is repealed July 1, 2024.
78 (8) Title 26, Chapter 36b, Inpatient Hospital Assessment Act, is repealed July 1, 2024.
79 (9) Title 26, Chapter 36c, Medicaid Expansion Hospital Assessment Act, is repealed
80 July 1, 2024.
81 (10) Title 26, Chapter 36d, Hospital Provider Assessment Act, is repealed July 1, 2024.
82 (11) Title 26, Chapter 54, Spinal Cord and Brain Injury Rehabilitation Fund and
83 Pediatric Neuro-Rehabilitation Fund, is repealed January 1, 2023.
84 (12) Subsection 26-61a-108(2)(e)(i), related to the Native American Legislative
85 Liaison Committee, is repealed July 1, 2022.

86 (13) Title 26, Chapter 63, Nurse Home Visiting Pay-for-Success Program, is repealed
87 July 1, 2026.
88 Section 3. Appropriation.
89 The following sums of money are appropriated for the fiscal year beginning July 1,
90 2020, and ending June 30, 2021. These are additions to amounts previously appropriated for
91 fiscal year 2021. Under the terms and conditions of Title 63J, Chapter 1, Budgetary Procedures
92 Act, the Legislature appropriates the following sums of money from the funds or accounts
93 indicated for the use and support of the government of the state of Utah.

100 The Legislature intends that the Department of Health use appropriations provided
