The bill amends the Occupations Code by adding new provisions that clarify the licensing requirements for individuals holding a converter's license in Texas. Specifically, it states that such individuals with a physical presence in the state are not required to obtain any additional license or general distinguishing number to sell certain vehicles directly to retail purchasers. This includes new motor vehicles that they have converted, provided that the vehicle manufacturer has transferred the chassis and the manufacturer's statement of origin to them, as well as trailers or semitrailers that they have manufactured.
Additionally, the bill establishes that individuals who sell these vehicles under the new provisions will be considered dealers and will thus have the same responsibilities and obligations as dealers of that type of vehicle to the retail purchaser. The bill is set to take effect immediately upon receiving a two-thirds vote from both houses of the legislature, or on September 1, 2025, if such a vote is not achieved.
